Novo Place EC is the first to use a modified concept and price revenue tender system. Under this system, developers have the option to submit an alternative bid on top of a base Prefabricated Prefinished Volumetric Construction (PPVC) bid. The alternative bid may utilise a non-PPVC technology or a hybrid of construction technologies that result in specified productivity improvement.

PPVC bids will automatically qualify for the tender evaluation, while any alternative bid will require the submission of a write-up to demonstrate the feasibility of the proposal. A Concept Evaluation Committee chaired by the Building Construction Authority will assess whether the alternative bids can reasonably fulfil the productivity improvement requirements before they can be considered as qualifying bids to proceed with the tender evaluation.

Hoi Hup Realty and Sunway Developments were jointly awarded the tender at the tender price of $348.5 million, or a land rate of $703 psf per plot ratio (ppr). This is the second EC plot launched within the Tengah housing estate, is expected to yield 508 units. This tender, which saw interest from nine tenderers submitting bids.

    Novo Place (Plantation Close Parcel A) is expected to yield about 508 units, whereas Parcel B is expected to yield about 560 units. Parcel A is the second EC site that has been released in the future Tengah town. The first site was Copen Grand which was launched in October 2022 and fully sold out by the following month. Novo Place is located within a short walking distance to upcoming Tengah Park & Bukit Batok West Future MRT Station (Jurong Regional Line-JRL) and well-connected to other parts of Singapore via the Pan Island Expressway (PIE).
